If you were to inhale even a tiny speck of plutonium, would the risk of lung cancer be high?

Probably everyone on earth has inhaled a few atoms of plutonium. That plutonium is in the air from when nuclear testing was done in the atmosphere. The additional risk of lung cancer is so small it can't be measured.
Some people who worked with plutonium inhaled more than that. Some of them developed cancer; others lived to a ripe old age and died of other things.
